Green engrams won't drop?

For some reason green engrams won't drop for my Titan anymore. At first I thought it was a light level thing like how white engrams stop dropping once you hit a certain level, but I got the light level of my other two characters to the point where my Titan stopped getting green engrams and they still have them drop. This has become a problem because I main Titan and I'm running low on weapon parts. Is this some kind of bug I can fix or is my Titan screwed?
