If i do the whole game on easy can i change the difficulty at the end and still get hard achievement?

No, any change to the difficulty will prevent you from receiving the achievement for the highest difficulty you played. If you want to stack the achievements, beat the game on Hard to unlock the appropriate achievement and then play the last checkpoint on Normal to get that achievement.
