I played on two cups which had 16 different levels but they still didn't give him to me.

I had the same problem. Here's what I did to fix it.
First, you need to post a time on at least 16 courses, not just race in them, but post a time (if you do all 32 courses, you get Toadette as well). The seeing I didn't have either characters unlocked, I played in a cup. It doesn't matter what cup, but I was unlocking Bowser Jr at the time, so I played on Lightning Cup. At the end of the cup, I was told that I had unlocked Birdo, due to playing in 16 different courses in Time Trial mode, and Toadette, due to playing in 32 different courses in Time Trial mode.
That should clear up this problem for you.

Two Cups? 4 tracks are in two cups, so that means you would've only put times on 8 tracks. You need to put times on 16 different tracks, or 4 whole cups.
Other than that, back out of your license, to the title screen if necessary, and re-enter your license. Do this if you are SURE that you have put times on 16 different tracks in Time Trial mode.

To unlock Birdo you have to play on 16 courses in Time Trial mode, equal to 4 cups. Then play any Grand Prix with any speed. After you finish the race and the awards ceremony, instead of going straight to the mian menu, a message shows up saying, "You've unlocked Birdo!" Then you have officially unlocked Birdo and can now play as her.

Two cups? Eight tracks are in two cups, so that means you've only put times on 8 tracks.

When unlocking characters in this game you need to back out all the way to the title screen. Reseting the game will not work. Hope that helps.

Did you do single person? Or did you do it it with a buddy? When you're the only one that is the only way you can unlock characters/tracks. Hope this helped!

Nobody gets the question. You've got it right, you have to do the time trials, but you need to unlock the "fast staff ghost" on 16 courses, you can't just make any record. To unlock the fast staff ghosts you need to beat the first ghost by a couple seconds(it vary's for each race). If you unlocked it you will see a message on the bottom of the screen that says "a fast staff ghost has appeared"where it shows you your record time list. Hope this helps :)

Be the fastest of all profiles, quit the game, then do the game again the next day. This worked for me.

first off Birdo is a GIRL!!!and to unlock her you have to beat the nintendo persons record but you have to beat like 7 records it might be more than that though

Well 2 unlock birdo u dont do it on grand prox u do it on time trial.
