  1. Dragapult is definitely superior. Dragon Darts is a fantastic move, and he also gains access to some great coverage, such as sucker punch. His only downside is that he doesn't get powerful physical ghost moves other than Phantom Force, despite being a better physical than special attacker.

Haxorus is a bit better than in past gens, though, and with Dragon Dance can be an absolute monster both in competitive and ingame play, so in the end it boils down to personal taste.

Haxorus might be a bit easier to use, though, due to Dreepy's super late evolution, and him being completely useless until level 50.

  1. Dragapult is overall better because it's faster and more versatile, since it can run both a Physical and a Special set, or even a mixed one. Haxorus has some uses via Mold Breaker in VGC, though, and has a sky-high Attack Stat.

For Dragapult, you can run different sets: there's the classic Dragon Claw, Phantom Force, Protect and a coverage Move like Acrobatics, Steel Wing or even Fly, which are especially useful when Dynamaxing. You can also run Dragon Dance to further boost its Stats for even better sweeping capabilities, or U-turn to pivot. Sucker Punch is also good for priority-sniping and Dragon Darts has its uses as well. Psychic Fangs is useful for breaking screens (for example vs Grimmsnarl by targeting its ally, or Vs G-Lapras, if/when that will become legal).

A more Specially-oriented set is Draco Meteor, Shadow Ball, Protect and usually Flamethrower/Fire Blast or Thunderbolt/Thunder. Usually, these two sets run Choice Items (Band or Specs, respectively, with Scarf sometimes being used as well), but Life Orb is a very valid option that keeps the versatility aspect more throughout the game and helps you keep the pressure up against multiple targets.

A support set is also very feasible, with stuff like Ally Switch, Will-O-Wisp, Thunder Wave, Breaking Swipe, Substitute, Scald..

Really, Dragapult can do so many things.. This can sound like an overwhelming cacophony of options, and that's why it's probably better that you start to build a team and see what kind of Dragapult fits it best.

For in-game, don't worry too much about it: if you don't want to use 2-turn Moves, something like Dragon Claw, Shadow Ball, Thunderbolt and Flamethrower is perfectly fine, or you could run full special and use Dragon Pulse in place of Claw.

  2. However, as Thorgonator said, purely for in-game purposes, while the Axew doesn't reach its final stage too early.. Dreepy is definitely worse, in that respect, with an absurd 50 and then 60 Evolution Levels, making Dragapult only an option (unless you grind) for the end-game, so that might be too late, depending on your preferences.

  3. I also forgot to mention Weakness Policy, in regards to competitive sets, which is quite the viable option and lets you run mixed sets with impunity, pretty much.
