The most difficult feature to program was the battle system. Since Saga is an RPG and not a strict rail-shooter like the previous installments, the development team had to be creative in creating a battle system that utilized turn-taking like other RPGs while retaining the general elements of the previous games such as on-the-fly movement, the option to use the player's gun or the dragon's lasers, and the radar feature to detect enemies nearby. The radar is instead used to indicate whether or not the player is in danger of taking damage. The weak point system for enemies was added to further accommodate on-the-fly movement in battle.
