  1. There are a couple of ways you can expedite the leveling of your pesonas.

Sticking the growth skill on them makes them gain experience even if you don't use them in battle, and it really adds up over time, however you have to sacrifice a skill slot to do so, which reduces their combat effectiveness.

A much faster way is to use the gallows in the velvet room to sacrifice another persona to boost the desired persona's level, record the powered up version in your compendium, get rid of it from your carried personas (either use it to power up a different persona, fuse it into something else, or straight up throw it away from your persona selection screen), and then re-summon it from the compendium and power it up again. This method eats up cash very fast though. You can improve the efficiency by powering up personas with ones from the same arcana, by using higher level personas, by using treasure personas, and by having a high confidant rank in both the desired arcana and Fool (which is entirely based on game progress).

  1. Thanatos Picaro is received at lvl 69 for the first time, if I am not mistaken. My first guess is that you are leveling him with foes that have a lower level than him.

When you fight foes with a lower level than you/him, he gets less exp than the one show on screen. The same is when the foe is a higher level. If the foe lvl is higher, you get more exp than the one show on screen.

  2. If you're able to do so, you can also attempt to farm the Reaper for experience. But that requires you to have a high level to begin with, so it's not effective for a relatively low level.
