What else do i need to do to be called up in RTTS?

im sure this has been answered but does RTTS not factor in performance at all? ive been one of the top SP then got moved to CP where i dominated as well and i got called up to tripple AAA twice and sent back down twice for no reason what so ever, and now my 3rd season as one of the best in the minors and im still just at AA, ive resorted to moving sliders just so i can progress cause im in the same placed where i started 2 seasons ago for not much reason? any explanations?
