  1. You need to unlock the Lockpicking Specialty for 500SP. You can obtain this Specialty in Chapter 7 by completing the "Survive This!" quest from the Central Resulia bulletin board. Lockpicking has a max level of 1, so once you unlock the Specialty, you can always unlock the blue chests.
