How comes i cannnot invite lower levels???

Hey everyone im new to gamefaqs and i've been impressed by the help from everyone so i hope you guys can help out. So anyways im in the multilobby and im currently level 96 and i have made a team but i have chosen to only allow those of level between 10 - 40 to join me as i enjoy helping those level up, but the thing is it wont let me invite them! Their not in a team! They havent set their invites to decline! Help me!
By the way if anyone ever wants to go questing or anything or needs help leveling up add me or reply with your PSN mines Kayshon_J
