Problem With "Strongest In The Universe" Z Soul... WHY WON'T YOU GIVE IT TO ME???

For some reason I can't get the Z Soul every time when he says he is the strongest on earth I don't get it. I tried doing it by myself, killing the Sabimen first, I used all fighters who fought in the battles and I fought with Vegeta himself... Can some please help me?
