The game has a conscious choice to feature only fuchikoma (mech) gameplay, rather than letting Motoko run around on her own. According to SCEI producer Tetsuji Yamamoto: "To preserve the intent of the comic, we wanted to get away from a character-based game like a Batman, Superman or Spider-Man. It would feel a bit too much like a kids' game if we did it that way. Ghost in the Shell is aimed at a more mature audience and we wanted to have the game appeal in the same way."
