  1. The values shown are for junctioning 100 of a spell to the stat. I'll give the top 3 for each stat in 1st, 2nd, 3rd order.

According to the official guide from Bradygames:

    HP: Ultima (+6000), Full-Life (+4800), Meteor (+4600)
Strength: Ultima (+100), Meteor (+75), Triple & Aura (+70 for each)
    Vitality: Ultima (+82), Meltdown & Full-Life (+80 for each), Regen (+70)
    Magic: Ultima (+100), Triple (+70), Pain (+60)
    Spirit: Ultima (+95), Full-Life (+85), Reflect (+72)
    Speed: Triple (+70), Ultima (+60), Haste (+50)
    Evasion: Ultima (+60), Triple (+40), Tornado (+32)
    Hit %: Triple (+150), Ultima (+60), Aura (+50)
Luck: Ultima (+60), Aura & Pain (+40 for each), Death (+38)

  1. Usually a good overall setup is what makes the difference. Obviously, except for Hit% and Speed, Ultima is the best for everything else. There is some rationale behind some junctions from then on (Full-Life for HP sounds reasonable, etc.). However after you junction Ultima somewhere, it's obsolete for the rest. That's why you must keep in mind that you have 32 Magic Spells at a time, and you must make a good combination of some of them. Else, your question can totally be answered by most FAQ guides in here. It's the combinations that matter.
