A non-official FAQ for Sharp X68000 and NEC PC88.
This document is best viewed with the original display on the net, or with a
word processor using fixed-width font style, such as courrier series or lucida
console. Using some other font styles (example: Arial) will make the tables/maps
displayed incorrectly.

This game surely is old, but I find that the audio visual part is much better
than the other versions which have the same age. Weird. Surely is uncommon
version of Suikoden: Tenmei no Chikai. This is only done for GameFAQs FAQ
Completion Project.

This FAQ contains the basic story and all technical informations inside this
game. If this means spoiler to you, then don't read this document.

A. CONTROLS

The control is just using the mouse. Basically, left mouse button is used for
execution, right mouse button is for cancelling. Keyboard can be used too in
this game.
For NEC PC88, you have to use keyboard:
[Return], [Spacebar], [0],[1],[2],[3],[7],[8],[9] key on the battlefield, and
numerical keys.

B. RULES

1. You can only use one command turn per month per perfecture which is led by
your good fellow or sworn brother/sister.
2. If the good fellow you use is imprisoned or ecexuted, the game will be over
for the good fellow.
3. If the year is 1127, the Northern Barbarians will attack Song Dynasty and
the game will be over.
4. All heroes recover 5 Body Points each month.
5. The rotation is the term used for the ordinal of which prefecture has the
first turn, second turn, and so on. Example: Rotation 1 means the perfecture
has the first turn to be played, until 49. About which perfecture gets which
rotation is completely random.
6. Many of the prefecture's property decrease when a year is passed: Land,
flood, wealth, support, arms, skill, and heroes' loyalty in exception of your
sworn brother/sister. The less compatible the IMC numbers of the good fellow or
your sworn brother/sister and the hero, the more the hero's loyalty decrease.
7. Every January, you get gold and food tribute if your perfecture's support is
at least 40. Once your perfecture has 40 support points, your popularity will
increase 12 points per perfecture.

C. GENERAL TIPS

1. WARNING: This game can't be defeated because the Imperial Edict won't be
given as it supposed to be (when your Good Fellow's popularity >=250). So what
would be this FAQ for? Probably you can use it for the other versions of
Suikoden: Tenmei no Chikai.
This game should be difficult enough so you need to know many things about this
game to actually master it. Probably there is another way to get the Imperial
Edict? But I don't think so.
For PC88 version, the Imperial Edict will be given when your Good Fellow's
popularity reaches 250.
2. You must admit that the AI are better in domestic affairs than you. They can
build the prefecture and manage it better until much better than you can. They
are suspected to be able to take several turns per month. They seem to be able
to hire troops with much cheaper gold too. So, you can trust the AI to develop
your perfectures. Giving them some gold and food will make the development
process faster.
3. Remember that Gao Qiu will never fill an empty prefecture. He only expands
from threating and attacking another prefecture. It's VERY important to not fill
the prefecture adjacent to evil Gao Qiu until you are ready to battle him since
he will match the arms and training with all the neighboring prefectures.
Remember that AI is better at this matter, so they will have good arms and skill
faster than you, and Gao Qiu's soldiers are usually stronger than you,
especially if you are still in the early play.
4. Focus yourself to create troops with a few heroes with maximum men than more
heroes with a little men.
5. It's very important to realize that it's much more difficult to attack Gao
Qiu directly, so you should lure Gao Qiu's troops to attack you first. Place
strong heroes with about 1/2 of the troops Gao Qiu has adjacent to his/its(?)
perfecture. The less troops you put, the more possibilites Gao Qiu will attack,
but the greater the risk that you will lose. ^__^ Increasing the support level
of the perfecture also increases the possibilities of Gao Qiu's attack.

Notes for this section:
1. I have some notes for the translation part, since this game is actually
Japanese, not Chinese, but considering that:
---My language ability is more for Chinese than Japanese (although my Chinese
   language is not very deep too).
---This game actually takes place in China (should be).
---The official translation for DOS and Amiga translates all the names to
   Chinese using Han Yu Pin Yin.
---I'm using a rather old OS, it's not that I'm complaining anything though,
   this OS is actually very good and "green". But the language section seems to
   be kinda outdated.
So, I will use the old Han Yu Pin Yin and Chinese language I know to translate
all the names. But, if I fail to do that, I'll use the official translation
version.
2. I only play scenario 1 most of the time because all the heroes are there and
scenario 2 rarely with sacrificing some of the weakest heroes. You can choose
the third and fourth scenario too, the time runs out a little bit and more
heroes are not available. This should increases the difficulty and decreases the
gameplay aspect for nothing IMHO, so I simply avoid this option.
3. If I do not say anything about the body points and the experience, it means
doing this work do not require any body points and you do not gain any
experience, but you still get the five body points monthly recovery. For example
of this will be settling on an empty prefecture, giving gold to hero and
citizens, and more.

Before this game, these games were also released: Outlaw Suikoden (MSX) and
Dennou Suikoden, which seems to be the first Suikoden released.

Firstly, insert disc A into drive 0 and disc B into drive 1 to see the intro.
Until the introduction is finished, you will be asked to insert disc C into
drive 1. You can directly insert disc C into drive 1 to be able to play the game
directly without seing the intro.
At first, you'll be asked to choose a new game or make a new save disc. If you
have the new save disc just select the third option, and insert the save disc
into drive 1. You can use the disc to save up to 10 games.
Then, if you choose to start a new game, you'll be asked to choose which
scenario you want to play, how many good fellows/players you'd like to play and
who he/they are. Then, the same with other KOEI strategy games I know, you will
be asked to set the ability for your good fellows.

Next will be the difficulty, the difference will be as follows (the default
value is one, and it's also what I'd like to recommend):
= It will be harder to invite the other good fellows.
= The other good fellows will be more aggressive and Gao Qiu will attack more
  aggressively.
= The starting loyalty for the heroes you recruit normally will be reduced. They
  tend to leave you more often before you can reward them.
= There'll be more negative random events.
= It'll be harder to raise support in a prefecture.
= It'll be harder to raise loyalty of your heroes.

There are 4 seasons:
a. December - February = Winter.
b. March - May = Spring.
c. June - August = Summer.
d. September - November = Fall.

You can use keyboard to input commands using numerical keypad 1-6:

0 - View Perfecture Data (exile version).
1 - Flee.
==> Move to adjacent prefecture. Needs 15 Body Points.
2 - Recruit.
==> You automatically get a very little bit of gold when you settle if you
    succeed at recruiting hero(es). Different with the recruit option once you
    have settled, this recruit option can only be used for one hero per month.
3 - Settle.
==> Settle on the current prefecture. Have to be on an empty prefecture.
4 - Rest.
==> Recover 10 Body Points.
5 - View.
==> View your own prefecture does not take any turn. But viewing other good
    fellow's or empty prefecture will take your turn.

=====> View your home prefecture.

    1. Save.

=====> Determines how long the animation is and how fast the computer response
       overall is.
    3. BGM.
=====> Background Music (On/Off).
    4. Sound Effect.
=====> On/Off.
    5. Animation.

    6. Picture.
=====> Selecting this to OFF will make the bottom left animation to disappear at
       all.
    7. End.
=====> This will end the game for your current good fellow. If all your good
       fellow(s) is/are captured or killed, then the game will be over, and you
       won't see the CPU plays the game.

-Photograph = Photograph of the selected hero.
-Name/Nickname = Name and nickname of the selected hero.
-Ship = The availability of the heroes' ship.
-Ste = The ability to steer a ship easily. So that you don't get swept by the
 river current.
-Position.
-Age.
-Good Fellow = Writes good fellow's name or otherwise blank (Should it be the
 missing Imperial Edict notice?).
-Loyalty/popularity = Loyalty for bandit, popularity for good fellow. If the
 loyalty gets too low (below 40 or depends on the rank of your good fellow or
 sworn brother/sister), the bandit may leave you or goes over to evil Gao Qiu in
 January, or reject to attack other prefecture.
 Good fellow's popularity is what this game is all about. You need to raise it
 until 250 to receive the Imperial Edict (seems to be missing in this game).
-Body = Current body point. After doing something, this will be depleted. If
 this gets too low (<=30), the hero will reject all your command, and you'll
 need to replenish it by feasting or resting.
-Strength.
-Dexterity.
-Wisdom.
-Body max. = The maximum body points a hero have.
-Str.exp. = Strength experience. After doing something, the hero may gain some
 experience. If the experience goes to 100, the strength of the hero will be
 added by 1 permanently, and the experience goes to 0 again.
-Dex.exp. = Dexterity experience. The system is like the strength experience.
-Wis.exp. = Wisdom experience. The system is like the strength experience and
 dexterity experience.
-Men = Maximum value is 100.
-Integrity.
-Mercy.
-Courage.
 The Integrity+Mercy+Courage (IMC) number is the rank of the hero or otherwise,
 describes the hero's personality.

Every month, depends on the soldiers and the heroes you have, the gold and the
food will be depleted each month, and if your gold reaches zero, the loyalty of
your heroes will be depleted each month, and if your food reaches zero, the
soldiers amount in the prefecture will be depleted each month. This seems to
only apply in the prefecture you're controlling.

The maximum numbers for each prefecture is the same, the castles are unique per
prefecture (see Prefecture Data section), the first appearance point of each
hero is predetermined, a few of them stay in the prefecture all the time, while
the others can move to an adjacent prefecture each month.

0 - View Perfecture Data.

1 - Fight.
    1. Go to War.
=====> Go to war with adjacent prefecture. See D5. Battle Menu section.
    2. Go on Expedition.
=====> At a beginning of a season (December, March, June, September), a beast
       may attack the prefecture where the Good Fellow resides only. After the
       season changes and you don't do anything to the beast, it will be gone.
       If the Good Fellow's current body points are <=40, he will reject your
       command.
       The beast which may attack the prefecture will be:
       - bear.
       - tiger.
       - leopard.
       - wolf.
       That is also the order of the strength of the beast. A wolf can be
       defeated by a single strong good fellow with minimum body points while a
       bear must be defeated with soldiers. The arms and training won't
       influence anything here. The quantity also varies from 1 to 3 from each
       type to attack. Of course the more of them the more difficult for you to
       handle them.
       Successfully fight them will increase your popularity by 5, and
       unsuccessfull attempt will increase your popularity by 3 permanently. An
       unsuccessfull attempt also means the hero who is sent to go to fight the
       beast will be hurt (current body points = 0) and unable to do anything
       until the current body points is enough. If the hero is very weak with
       no soldiers and you still force him/her to fight strong beasts, the hero
       may be killed in the hunt.
       The hero who fights the beast will also gain 50 strength experience and
       50 dexterity experience, which is quite much to increase strength and
       dexterity of a hero.

2 - Service.
==> This is the command to increase the prefecture condition. Needs 15 body
    points. While the hero does this, the support level also increases a little.
    The support increase will depend on the Mercy of the chieftain. The amount
    is not fixed everytime, but will also have a random factor to determine it.
    This means the chieftain mercy 74 sometimes can raise 5 support level, while
    some other chieftain with mercy 69 can raise 6 support level while executing
    this command.
    The increase in flood control/cultivation/construction level will be
    determined by the strength of the hero executing this command, while the
    increase is not always fixed everytime. The hero who does the service will
    gain 10 strength experience.
    1. Flood Control.
=====> You do this to minimize the flood effect for the prefecture.
    2. Cultivation.
=====> Cultivation is to add the land level of the prefecture, so that in
       January, the more food you will receive from the citizens with a support
       level above 40.
    3. Construction.
=====> To do construction is to add the wealth level of the prefecture, so that
       in January, the more gold you will receive from the citizens with a
       support level above 40.

3 - Make.
==> This command is for making ships/weapons, make sure the hero has the ability
    to make them. How to determine them, please see the heroes list section.
    Needs 15 body points.
    The hero who makes the ships will gain 15 dexterity experience and 10 wisdom
    experience, while the hero who makes the weapons will gain 10 dexterity
    experience and 10 wisdom experience.
    1. Ships.
=====> Chosen to make ships. It will requires some gold about half the amount of
       if you go to shipyard. You should make ships for each attacking squad
       because almost every prefecture have river/lake inside it, except some
       prefectures of the Northeastern part of the map.
    2. Weapons.
=====> Chosen to make weapons. However it will requires metal, that only comes
       from soliciting. The metal it takes will be auto-managed, so you don't
       need to worry about it'll still take metals to make weapons, while the
       arms is already at 100.
       600 soldiers -> 11 metals = +1 arms.

4 - Move.
    1. Hero.
=====> You're moving heroes from one prefecture to another adjacent prefecture
       as long as the prefecture is yours or empty. Sworn brother/sister can
       only move heroes from his/her prefecture only to another adjacent to his/
       her prefecture, but a good fellow can move any heroes from any of his
       territores to any other adjacent prefecture.
       It'll need 10 body points, and the moving hero will gain 7 wisdom
       experience. You can also move some of the gold and the food also.
    2. Provisions.
=====> You're moving gold, food, fur, and metals from one prefecture to the
       other prefecture inside your territory. It'll need 10 body points, and
       the hero in action will gain 15 wisdom experience. Not all of them will
       be transported to the destination. The amount of the goods which will be
       safely arrive to the destination determined solely by the wisdom of the
       hero chosen. For example: The hero chosen who has 40 wisdom will deliver
       around 60% of your goods safely to destination.
    3. Go into Exile.
=====> It will use 15 body points and all of your domains are gone. This action
       is no useful at all.

5 - Negotiate.
==> Negotiate with another good fellow. Needs 25 body points.
    1. Ally.
=====> Since I play only scenario 1 and 2, this command is not very useful. The
       main threat usually comes from Gao Qiu. Successful at invoking an
       alliance means that there is no war at the duration of the alliance
       between two Good Fellows (About 1 year. If alliance had been made in the
       past, there'll be an option to prolong your alliance).
       If you want to make alliance with the Good Fellow, you must pay some gold
       that will depend on the wisdom of the chosen hero who attempts to do the
       negotiation. If the negotiation was rejected by the good fellow, you
       still lose your gold.
       If the alliance is accepted, the hero chosen to make the alliance will
       get 45 of wisdom experience, and if it's unsuccessful, the hero will get
       18 of wisdom experience.
    2. Invite to Lair.
=====> Inviting will be more useful. You may only invite other good fellows who
       control one prefecture or the one who is in exile. This option is in
       order to make all of another good fellow's heroes including him/herself
       to become yours.
       The same with making alliance, you must pay some gold that will depend on
       the wisdom of the chosen hero also. If the negotiation was rejected, you
       still also lose your gold. If the negotiation was accepted, he would ask
       some travel expenses which varies from 150 gold per hero to 250 gold per
       hero, the soldiers will also join you at the arms and skill level equals
       to yours. But, you only get their troops only, not their fur, metal,
       gold, and food.
       The success at inviting depends on your popularity, besides on your
       personality compatibility. It also depends on the difficulty level of the
       game. The other requirement is you have to have enough rooms for the
       heroes. If your castle is 2, and the other good fellow you wish to invite
       has 7 heroes and you now have 5 heroes, you will not have the option to
       invite him.
       If the invitation is accepted, the hero chosen to invite will get 60 of
       wisdom experience, and if it's unsuccessful, the hero will get 23 wisdom
       experience.

6 - Travel.
==> These options are available after selecting YES (pressing Y or using the
    mouse). Needs 10 body points. Only good fellows or sworn brother/sister can
    use this command.
    1. Return to Lair.
    2. Go to Marketplace.
       1. Sell food.
       2. Buy food.
       3. Sell fur.
       4. Buy fur.
========> I think it's already clear what it does. The amount of the food you
          get after you buy and such depends on the Market Rate.
          Market rate 46 Food rate 0.4 Fur rate 1.3

          If you buy food, at market rate 46, then you get 1/0.4 food per 1
          gold. If you sell food, you sell 1/0.4 food becomes 1 gold.
          If you sell fur at market rate 46, then you'll get 1.3 gold per 1
          fur rounded down. 1/1.3 gold becomes 1 fur if you buy fur.
          You can always buy 1 fur for free provided that you have enough gold
          to buy it.
    3. Go to Downtown.
       1. Recruit Hero.
========> Recruiting plays an important role in this game. The success depends
          on the compatibility of the hero and your good fellow or sworn
          brother/sister. The greater the IMC number of your good fellow or
          sworn brother/sister means the more compatible they will become. You
          can recruit all of the free heroes (people) available. See also
          Recruit rate in E. Heroes List section.
          There is a somewhat useless fact to know that there are some heroes
          who can be recruited by recruiting them again and again after your
          previous attempt(s) is/are rejected, and it should be good if you try
          this at zero popularity, because your popularity will be decreased by
          one each time you are rejected. Only Li Zhong and Bai Xiu Ying can be
          recruited this way without the risk of decreasing popularity.
       2. Divination.
========> You should divine before recruiting any hero because if you get
          rejected, your popularity will decrease by one each time you are
          rejected. The divination costs 1 gold each time you divine and the
          result is almost always correct, although I have seen it's wrong just
          once when I played.
       3. Listen to Rumors.
========> Listen to rumors will cost 10 gold everytime you listen. It will list
          up every hero that will join you in entire China. The rumors have even
          lower accuracy than divination. You may just ignore it.
    4. Go to Smithy.
=====> Go to Smithy to increase your arms. This option is quite expensive, but
       this is one of the key of your victory. You may waste thousands of gold
       for fully arming seven hundred soldiers or such (15 to 100). Of course,
       the lower the market rate you can buy weapons for the lower price. This
       option is available only if there is Smi icon on the prefecture display.
    5. Go to Shipyard.
=====> This is to equip ship to your troops so that they can cross rivers and
       lakes. The price of the ship also depends on the market rate. This option
       is available only if there is Shp icon on the prefecture display.
       Market rate 38: 1 ship 247.
       Market rate 54: 1 ship 292.

7 - Solicit.
==> To get extra gold/metal you can use this option. Soliciting metal is the
    only way to get metals. Soliciting will lower the support level of a
    prefecture, if it's not at 0 already, by around 5-10 points. The gold/metal
    you receive will depend on the dexterity and wisdom of the hero chosen, and
    also, the Mercy of your chieftain (i.e. good fellow or sworn brother/
    sister). The higher the mercy, you'll get less gold/metal. Needs 15 body
    points.
    But sometimes, soliciting can be unsuccessful, you don't get anything and
    the support level still decreases. I think it is completely random to
    determine if you get something by soliciting or not.
    If successful, the hero will get 5 dexterity experience and 13 wisdom
    experience. If unsuccessful, he/she will get 10 wisdom experience.
    1. Gold.
=====> Solicit gold.
    2. Metal.
=====> Solicit metal.

8 - Hunt.
==> The amount you will receive depends on the dexterity of your chosen hero and
    the courage of your chieftain. You cannot use this option during the winter.
    You'll need high dexterity and high courage to get high amount of food/fur.
    Needs 20 body points.
    The only use for fur is to sell for gold in the market. The hunting hero
    will get 15 points of dexterity experience.
    1. Food.
=====> Hunt for food.
    2. Fur.
=====> Hunt for fur.

9 - Personnel.
    1. Swear Brotherhood.
=====> Swear brotherhood/sisterhood with one of your heroes. This cannot be
       undone unless you allow your brother/sister to be captured by the enemy.
       The success of this command depends much on the compatibility of the IMC
       numbers between the hero and the good fellow and your popularity, but not
       always, because I've sworn brotherhood using one of the good fellows in
       scenario 1 with Xu Guan Zhong with low popularity (100-200).
       You can reward the hero until his/her loyalty reaches 95, then you may
       swear brotherhood/sisterhood with him/her, then his/her loyalty will stay
       at 100 for the rest of the game. You must make sure that you will be
       successfull when doing this because if you fail, you'll still waste your
       turn.
    2. Exile.
=====> Exile is used to send any of the heroes to exile and will hurt your
       popularity. I never use it.
    3. Promote.
=====> To promote someone else as chieftain in a prefecture not controlled by
       sworn brother/sister or good fellow. I do not promote the highest rank as
       chieftain and still never have problems with their loyalty.
    4. Issue Orders.
=====> Issue orders entrust/internal affairs/expansion to one of your
       prefectures that is not controlled by good fellow or sworn brother/
       sister. If you choose entrust, then the prefecture will focus balancely
       in domestic and military. If you choose internal affairs, then the
       prefecture will concentrate more on building itself. If you choose
       expansion, then they will concentrate more on attacking other
       prefectures. If you do not issue orders to any prefectures, they will
       have Entrust as default.
       If you have more than three heroes in a prefecture without good fellow or
       sworn brother/sister, they will move to an empty prefecture on their own,
       or they will attack the adjacent prefecture. If you issue orders to
       internal affairs, then no matter how many heroes in the prefecture, then
       they'll not move or attack another prefecture. Instead, they'll focus on
       building domestic affairs, such as flood control, cultivation,
       construction, hunting, soliciting, and such.
       
10 - Organize.
     1. Hire Men.
======> Hire Men allows you to hire new soldiers based on the current market
        rate of the prefecture. The new soldiers have 15 on the skill and arms
        rate. Here is some example of the rate:
        Market rate 49 = 6.9 gold for each man.
        Market rate 47 = 6.7 gold for each man.
        Market rate 59 = 7.6 gold for each man.
        Market rate 35 = 5.9 gold for each man.
        Market rate 57 = 7.4 gold for each man.
        Market rate 32 = 5.7 gold for each man.
        Market rate 66 = 8.1 gold for each man.
        Market rate 72 = 8.5 gold for each man.
     2. Assign Men.
======> Assign men allows you to redistribute the soldiers you have and
        therefore does not affect the arms or skill level.
     3. Assign Ships.
======> Assign ships allows you to redistribute the ships from one who has ships
        to another hero who does not have ship.

11 - Train.
===> You can only train men if there are any in your prefecture. Training
     depends on the strength and dexterity of the hero chosen, and the number of
     the men. Also slightly depends on the Integrity of the chieftain. Needs 10
     body points. The hero will gain 11 points in strength experience and in
     dexterity experience.

12 - Feast.
===> These options are available after selecting YES (pressing Y or using the
     mouse). This will cost a certain amount of gold per hero in the prefecture
     and varies depending on the market rate. This will recover 5 additional
     body points for every hero in the prefecture, and increase the loyalty by
     some if they are not already at 100, that depends on the Integrity of the
     chieftain and the compatibility of the heroes and the chieftain.
     The less the integrity of the chieftain, the more the boost of the heroes'
     loyalty.

13 - Rest.
===> This does not cost gold, but will increase the body points by 10 of any
     hero up to their maximum body points.  This is the quickest way to recover
     body points and is very useful early when the Good Fellow uses a lot of
     body points.

14 - Give.
     1. Citizens.
======> Giving food to the citizens is the quickest way to increase the support
        level of a prefecture.  You may give up to 1000 food in a turn. The
        effect varies depending on the Mercy of the chieftain and the amount of
        the food given and a random factor.
        The more you give to the citizens, the less the effect addition will be.
        What I mean is giving 1000 food in five months with 200 food each will
        be more effective than giving 1000 food in a month, but time is
        precious in this game.
     2. Hero.
======> Giving gold to a hero will increase the loyalty of the hero, depending
        on the amount of the gold given and the compatibility (IMC number)
        between the hero and the good fellow. The maximum you can give is 100
        per month.
        A Good Fellow can give gold to a hero in another prefecture inside his
        territory and the gold comes from the prefecture the hero is in not the
        one the Good Fellow is in.
        The effect of the gold to the hero is the same with the effect of the
        food to the citizens. You have to keep the loyalty of the heroes high
        enough (>=40) so that they will not leave you or go over to evil Gao
        Qiu.

15 - View.

D5. BATTLE MENU

When you choose fight >> go to war, you may choose up to 10 heroes to send to
battle. Then choose how much food to take, you will be told how much you will
need for 30 days. With your mouse around, you should be able to proceed to the
battle screen. Next, you will be shown the hexes that are available to place
your heroes in. Only heroes with enough body points (min. ~50) and loyalty (min.
~40) will be able to go to battle.

1 - Move
==> Move to adjacent space. Use your mouse around to move to the desired place.
    1. Regular
=====> The mobility points you have depends on the body points you have
       (Maximum 11). The mobility points wasted depends on the terrain you're
       going to pass:
       Mountain -> You can't pass this one.
       Hill -> Needs 5 mobility points.
       Forest -> Needs 4 mobility points.
       Plain -> Needs 3 mobility points.
       Castle -> Needs 4 mobility points.
       Marsh -> Needs 5 mobility points.
       Ice -> Needs 4 mobility points.
       Lake -> Needs a ship and 8 mobility points for a hero without a steering
       ability, 4 mobility points with a steering ability.
       River -> Needs a ship and 8 mobility points for a hero without a steering
       ability, 4 mobility points with a steering ability. When a battle unit is
       on the river, they may swept down by the river current one or two spaces
       away. A unit can't always cross the river successfully, and if they keep
       failing, they can even be washed off the battle screen and ends up in one
       of the adjacent prefectures depends on the river position.
    2. Charge
=====> Charge means you move regularly like above and immediately followed by
       a melee attack to an adjacent enemy unit. The mobility points you have
       depends on the body points you have (Maximum 9).
2 - Attack
    1. Melee
=====> Attack an adjacent enemy. Can destroy the enemy's ship. The effectiveness
       depends on the strength of the hero doing the attack.
    2. Archery
=====> Attack an enemy that is two spaces away and in the line of a given
       direction with arrows if your dexterity is 60 or above. You may attack an
       enemy that is due north or south because the hexes are in a line.  You
       may not attack an enemy that is due east or west because the hexes are
       not in a line.
       With dexterity 80 or above, the hero can wound another hero with archery
       attack, decreasing his/her Body Points. The effectiveness is also depends
       on the in-charge-hero's dexterity.
       The quantity of the arrows depends on your arms (10 archery attacks for
       100 arms, 4 archery attacks for 15 arms).
    3. Magic
=====> Magic can be used by any hero with wisdom of 80 or above and 50 or more
       body points. Magic attacks in a circular area any hex that is 2 or 3
       spaces away.  Magic used by a hero with a wisdom of 90 or above will
       attack 3 spaces, and a hero with wisdom of 80-89 will be able to attack
       enemies within two spaces.
       Magic can only be used on cloudy days and can be either successful or
       not. The higher a hero's wisdom the more apt they are to avoid being
       affected by magic.
       Magic uses 20 body points and gives the user 5 wisdom experience points.
       If the magic attack is successful, it will reduce the number of men and
       the body of the affected hero. In addition, the affected hero will not be
       able to perform any action for a certain number of turns.
    4. Duel
=====> This can be accepted or declined and cannot be issued to an enemy that is
       in a castle. Heroes with high courage may accept the challenge
       regardless of your instructions. I dunno what determines the winner of
       this duel, because based on experience, I almost always at disadvantage
       when chosing this option against the CPU. I had lost even when my hero
       has more body points, strength, and dexterity.
3 - Rest
==> Stay in the current position and doesn't use any body points.
4 - Special
    1. Fireball
=====> The hero has to have a wisdom of 60 or more to use this. If this is
       successful the hero puts a fire in an adjacent hex.  If an enemy is in
       that hex they will have to decide on moving or otherwise, losing men and
       body points if the unit stays. They can attempt to put out the fire too.
       Success gives the hero 1 wisdom experience and 1 dexterity experience.
       Fireball can be used to destroy a ship and make the enemy unit with the
       destroyed ship out of battle when the unit is on a lake/river and go back
       to the originating prefecture.
    2. Extinguish
=====> The hero has to have a dexterity of 40 or above to have this option. The
       hero may attempt to put out a fire in his/her original position and the
       adjacent hexes around.  If the hero is successful at putting out a fire
       they will gain 1 point of dexterity experience and 1 of wisdom
       experience.
    3. Reinforcements
=====> If you have fewer than 10 heroes in battle, and more heroes that are
       available, a hero may summon an available hero to join the battle.
5 - Flee
==> Fleeing heroes can be captured. Besides fleeing to an adjacent prefecture, a
    hero may also flee within the prefecture if defending. This same hero may be
    recalled after 7 days. This is useful if the hero is caught in a fire and
    has no open hex to move to.
6 - View
==> View allows you to look at the attacking heroes or the defending heroes. If
    you choose to view the enemy you will use that command turn.  If you view 
    your own heroes, you still have a command turn for that hero.
    1. Attacking Side
=====> View the attacking side.
    2. Defending Side
=====> View the defending side.

Other things about battle that you should know:
- A battle unit becomes stronger when it is placed in a castle.
- The battle ends after 30 days. If the attacker has not achieved victory by
  then, the defender wins.
- If one side runs out of food, the other side wins.
- The attacker can achieve victory by occupying all the castles, but there'll be
  no victory if the defender's leader is still on the battlefield.
- If all of the heroes of one side are captured the other side wins.
- If the leader is in the battle and is captured or flees from the prefecture,
  then the other side wins.
- You may recruit or imprison or set free (read: exile) any heroes you captured.
  Recruiting them is easier than when they are become "people" in a prefecture.
  Imprisoned heroes are even easier to recruit. Captured and invited heroes also
  tend to have better starting loyalty (20-70).
- If a computer ally attacks and have captured hero(es), it will be up to you
  to decide his/her/their fate.
- If the enemies are forced to flee due to their leader is captured, then the
  hero(es) remains may be captured or flee.
- If the defending side loses a battle, then all the prisoners in the prefecture
  are set free.
- If the attacking side capture some hero(es) of the defending side, and then
  the attacking side loses the battle, then the captured hero(es) will go back
  to the defending side.
- Sometimes if you are attacking a weak enemy (not Gao Qiu), the enemy can
  surrender on his/her/their own.
- Sometimes, the enemy can flee directly when you attack their prefecture if
  they see your troops has much more men than them.
- After having a war, the prefecture's data will be lowered a little bit
  regardless of the war's length.
- Besides food, some particular gold are needed to go to war (around 150 for 300
  men). If all of the heroes in a prefecture goes to war, the rest of the gold,
  metal, and fur will still be in the originating perfecture.
- If a hero does have too few body points left (1-9), he/she can't move in a
  battle.

D6. SPECIAL EVENTS

Riot - This is likely to occur in a prefecture where the support level is 40-50
and less likely to occur in a prefecture where the support level is 50-60. If
a riot is about to take place in a prefecture, then the Good Fellow or the sworn
brother/sister will be given the opportunity to try to avert the riot by giving
gold or food. The success will be depend on how many gold or food you give to
the people. The quantity of the gold or food will depend on how much support you
have when the riot occurs. I do think that giving gold will bring you A LITTLE
benefit here. 500 gold should be enough to take care all kinds of riots.
A riot will lower the support level of a prefecture until <40. This will occur
in March, June, September, or December when the seasons change.

Flood - This may occur in a prefecture in June, when the season changes from
spring to summer.  A typhoon will lower a prefecture's flood, land, and wealth.
It also appears to raise the market rate in a prefecture.

Snowstorm - This may occur in December when winter begins. If this occurs heavy
snows block any movement for December, January, and February, and also prevents
the ability to go to war. This lowers the support level and the farm level of a
prefecture and the market rate tends to increase.

Epidemic - This may occur in March, June, September, or December when the
seasons change.  It will decrease support, wealth, soldiers, and body levels and
the market rate will increase. The effect varies, but it seems that the soldiers
are reduced by almost half.

Festival - These may occur in March or September. A festival tends to raise
support and loyalty levels of heroes. The effects are similar to the command
feast, only better because of the effect on support. They also decrease the
market rate.

Gao Qiu's Compel - This may occur in March, June, September, or December. At the
beginning of a season, a prefecture may be forced to pay Evil Gao Qiu. This is
extremely annoying and costly, because you do not have an option of refusing.
He/it(?) will take some part of a prefecture's gold. But if your gold is not
satisfying to Gao Qiu, he/it(?) will start to take your food.

Gao Qiu's Set Free - Sometimes, Gao Qiu can set free his/its(?) imprisoned
hero(es). Once the hero is set free, he/she does not go back to Gao Qiu, but
becomes "people" and will recover most of his/her body points.

Change of Heart - This may occur in the month after you recruit a new hero, or
at anytime afterwards if you do not reward the hero to increase his/her loyalty.

Join Offer - Some "people" can offer to join you, he/she will have slightly
better starting loyalty if you accept this offer.

Gone Over to Gao Qiu - This occurs in January if the loyalty of a hero is too
low. Gao Qiu does not need any help in gaining heroes, so beware. If you have
a poor IMC sworn brother/sister, you should be more beware, especially if you
swear the relationship in December.

Lian Shan Bo - When you control prefecture 10 and 20 with support above 90 in
both prefectures you will get 100 additional popularity points at the end of
the season that both are at 90 or above. This is a nice bonus and shortens the
amount of time you need to defeat Evil Gao Qiu.

New Good Fellow - Sometimes, all "people" in a prefecture can gather to follow
a new good fellow who has the highest rank amongst them.

Imperial Edict - In January, the Emperor will see if anyone has enough
popularity to be issued the Imperial Edict. This edict allows you to attack Gao
Qiu's home prefecture. Until you have this you cannot attack a prefecture that
Gao Qiu is in, which is almost always prefecture 23. Too bad I haven't seen the
Imperial Edict in this version.

I make this list out of interest for the character traits that had been made by
Koei besides another famous series made by them, Romance of the Three Kingdoms.
You can see here that the character standard of this game is much worse than the
one in Romance of the Three Kingdoms.
Maybe you know that Koei uses Intelligent, War Ability, and Charm stat to
specify a character in Romance of the Three Kingdoms series. And the aspects
they used in this game are quite different and unique than the one in Romance of
the Three Kingdoms series. They are Integrity, Mercy and Courage.

NOTE:
1. Bod is the maximum body a hero has.
2. Str, Dex, and Wis are original strength, dexterity and wisdom a hero has.
3. Position is the original position a hero has.
- Any high-ranked hero can become a good fellow by "New Good Fellow" special
  event.
- Any hero can become bandit if he/she joins a good fellow.
- Any hero can become brother/sister if he/she has sworn eternal brotherhood/
  sisterhood with a good fellow.
- A hero will become prisoner if he/she is imprisoned. The prisoner will be free
  if you empty the prefecture that the prisoner is in after the rotation
  finishes.
- A hero will become outlaw if he/she is exiled by a good fellow. Surrendered
  enemy will become outlaw. Leaving hero due to change of heart will also become
  outlaw.
- A hero will become official if he/she is successfully recruited by Gao Qiu.
- An official or magistrate will become his/her original position if he/she
  somehow quits the job.
- Any official can become magistrate if he/she is appointed by Gao Qiu to become
  the chieftain of a prefecture.
- Any hero will become criminal if he/she is apprehended by Gao Qiu.
- Any bandit will become chieftain if he/she is promoted by a good fellow.
4. The rank of a hero is determined by the IMC number. It is when you view the
   list of heroes in your prefecture, the highest rank is always listed at the
   top, except the good fellow who is always listed first.
5. The nicknames are from PC and Amiga version.
6. Frst (first appearance) is the a hero's first appearance data. The first row
   is the prefecture, the second row is the year (January). The prefecture data
   only applies for scenario 1. P = Starting as People, H = Starting as Hero,
   GF = Starting as Good Fellow, E = Starting as Exile, M = Starting as
   Minister.
7. Rec is the recruit rate from me to ease your work of defeating Gao Qiu. I
   don't think it'll be very precise, but it should be better than nothing. This
   only applies for typical Good Fellows in scenario 1. The lowest rating is 0,
   it means you can recruit him/her with 0 popularity. The highest rating is 5,
   it means you'll need a very high popularity to recruit him (You'll need
   around 290 popularity to recruit Luo Zhen Ren).
   Usually, the higher the rank of the hero, the more the needed popularity to
   recruit him/her.
8. A hero can make ships if he/she has the Steering ability and dexterity
   at least 70. If the hero's dexterity is 80, he/she can make 3 ships at a
   time, otherwise, he/she can make only 2 ships at a time. The gold needed
   depends on the market rate.
9. A hero can make weapons if he/she has dexterity at least 60 and wisdom at
   least 50. The more the ability, the less the metals needed to make the
   weapons, but the difference is only a little.
