Why won't Amana altar work? No effigies and no sin

I was at the smelters throne bonfire and I popped my last humanity, normally this would reverse my hollowing and my effigy would be gone but some strange occurred (and in all the hours I've looked in to ds2 this has never happened ). I used my humanity and it disappeared from my inventory but it did NOT restore my humanity. No while I really wouldn't be too be bummed about that EXCEPT for the fact that the altar at the SHRINE OF AMANA ALTAR WILL NOT WORK. I have a feeling the effigy may have retained it's effect in the game coding and the altar still thinks either A (I am still human) or B (I still have an effigy in my inventory). Not sure if anyone else has had this problem but some help trouble shooting would be greatly appreciated, thanks.
Things I have tried to circumvent this issue:
Died (derp)
Bought and used humanity and died
Emptied inventory and item bank of effigies (did not drop them)
Used all said effigies and died
Pardoned sin (had none to begin with)
Went to title screen
Dash boarded
Reset the console
