The in-game world was originally going to be rendered and viewed from an isometric perspective which could be spun around by the player however during testing, the programmers had issues with the rendering and how the polygons were rendered. So they instead had blocks stacked upon each other. They later placed a map which could map a road and stacked those 3D blocks around them to look like buildings. They later found they could create an entire city seen from a bird eye view perspective with those 3D blocks stacked together as buildings which was final as the game perspective and used in the released version.
