The working title of this game was Race 'n' Chase, a linear driving game where players could play as either a cop or a villain as the villains would drive to escape the city. DMA Design later found that players never wanted to play as a cop and also found they never wanted to complete the game in a linear manner as they were having more fun driving wildly anywhere. This led to a complete redesign of the game to a more open world crime themed adventure game to be later named into Grand Theft Auto.
The in-game world was originally going to be rendered and viewed from an isometric perspective which could be spun around by the player however during testing, the programmers had issues with the rendering and how the polygons were rendered. So they instead had blocks stacked upon each other. They later placed a map which could map a road and stacked those 3D blocks around them to look like buildings. They later found they could create an entire city seen from a bird eye view perspective with those 3D blocks stacked together as buildings which was final as the game perspective and used in the released version.
Grand Theft Auto was originally supposed to be a car racing game. But attempts at making the AI opponents more challenging resulted in the AI chasing after the player and crashing into them. Thinking that this was cool, the programmers retooled the game into a madcap crime simulator that spawned a mega-franchise.

DMA Design experimented with pizza deliveries as open world missions however the team found the missions to be boring after testing and went to create crime styled missions for Grand Theft Auto instead which they found to be more fun.
