  1. Quetzacotl can learn an ability 'Card Mod' that will do this. If it's not in his status screen, then you need to learn the Card ability first. There's also an item you can acquire late in the game to teach it to a GF, but you get more out of the ability if you learn it from Quetzacotl early on.

  1. RevenantThings's pretty much gave the answer, but I want to also offer some additional details as this aspect of the game was pretty much my sole method of obtaining rare items in early playthroughs of the game.

CardMod is a skill taught to Quezalcotl. Here's the Progression Tree:

Card (40 AP) -> Card Mod (80 AP)

That means a total of 120 AP. In summary if you wanted to learn it very early on (Which i recommend), fight some groups of Fastalocian Fishes on Balamb Island. Each battle nets you 6 AP, which means after 21 battles, you'd have enough AP (because netted additional AP after learning a skill will not apply to CardMod at this point most likely.)

If you're unfamiliar with Cards, you should know that Card Levels 1 through 8 are cards that you can obtain again. Levels 9 and 10 are Rare Cards which only one of exist in the game. These usually net you the best items, but before you convert them into items, you should look ahead to see if you will need any of these cards for the Card Queen or Card Club "trades" (or that trade you do with Caraway for Rinoa's Card).

Having played the game several times I will say this, turning your rare cards into items is great if you want an early boost (it's possible to get Squall's Lionheart weapon as early as Disk 2 by doing so) but in the long run there are other ways to obtain these rare items if you are leveled properly (and if not there is always Tonberry's LV UP or LV DOWN abilities).
