  1. They aren't sold anywhere, but you have about a 16 percent chance of getting a lottery ticket from the tool shop. The only items you can have in your inventory and still have drop from an enemy chest are Medical Herbs, Antidote Herbs, Fairy Water, Wing of the Wyvern, and Lottery Tickets. Anything else will simply double your earned gold for the battle. Lizard Flies, Magic Ants, and Orc Kings drop Lottery tickets at 1/8, which is pretty good. Undeads and Carnivogs leave them at 1/16, and Healers will drop them at a 1/32 clip. That is likely your best option for getting Wizard Rings.

Bullwongs are your best bet for a Wizard Ring drop at a 1/32 chance (just remember to kill them last if they're with other enemies). Goopi, Hork, and Puppet Man can also leave Wizard Rings, but at a 1/128 chance.

After a few uses, Wizard Rings break so that is a good use for the lottery tickets.

  1. Not really. But you can buy things from a tool shop, get some lottery tickets that way and try and turn them into Wizard's Rings. Other than that, you can get them as drops from a few enemies. Goopi, Hork, Puppet Man and Bullwong, the latter giving you the best odds of them dropping. You can apparently only get them through a drop if you don't already have one.
