The Japanese Super Mario Bros. 2 was not initially released in the U.S. for two reasons. Firstly, it was because the Famicom Disk System on which this game was released never made it out of Japan to begin with, so there was no platform on which to play it. Secondly, the main reason is that the game was seen to be too difficult for American audiences: thus, Nintendo released a Super Mario Bros. 2 for the U.S. that was really Yume Doujou: Doki Doki Panic (another FDS game) with Mario characters and minor localizations in it. This latter game would be later known as Super Mario USA to Japanese audiences, while the original SMB2 would be referred to as Super Mario Bros.: The Lost Levels upon its release to American audiences with the SNES game Super Mario All-Stars.
