I know it has something to do with his standard "look around to see what's changed" reaction, but why does it happen? Why didn't they fix it in the remake? I never see anyone talk about it.

Like you said, it is based on Link being scripted to look at some things when you solve a puzzle / open a door / whatever. Something it bugs out and Link just spins around.

As for it not being fixed, it was probably too much work for something so minor.
Eating an entire clock is very time-consuming.
