So, I have only played this for 35 hours total, but the last time I played it was over two years ago. Looking back, I'm not really happy with some of my decisions, so I'm considering heavily if I should start over or not...

35 hours of Animal Crossing New Leaf is like barely scratching the surface. Just start over unless you are really attached to your villagers, though if you haven't played in 2 years then I doubt it matters that much to you.

35 Hours not much? I could have a fully upgraded house with each room filled in that time.

Yeah, I suppose if you wanted to, that you could... someone who barely played the game over the last two years though? I'm betting he didn't get quite that far.

Also, I'm looking at it from the perspective of someone who had played it at least 100x more than that, so from my perspective, 35 hours isn't much to give up on. It would be much harder to give up on 300+ hours of gameplay.

35 hours is not that much if you put it up against a lot of players who have played 500 hours + - and some still restart (given then there is the carrot of being able to sell the town to Nook, which I don't think is possible for OP, as you need to have played for 50 hours & have a level 4 tree)

@LanLan12345 Looking back, I'm not really happy with some of my decisions

I'd base whether to restart or not on things that you can't change - primarily town layout and permanent PWP - such as position of Café, Police Station & reset centre, plus the location of the Mayor's house. Villagers & where they have plotted can be changed and some things are livable with as nothing is perfect.

If the last time you played was 2 years ago there was a major update in Nov 2016 which has added a lot of good things to the game. The update is free via eshop, I think the update goes to the SD card in both a cart game & a digital game.
Edit: sorry, if you know all this, I just assumed... still I re-watched the direct, its neatly done, very funny.

This is the Nintendo direct introducing the update - (tho the info on selling your town is not correct) - bit of a bombshell when it came out as I for one had no idea we were getting so much for 'free' (well the cards & amiibo are not free)

This link has the most comprehensive details on the Welcome Amiibo Nov 2016 update

Lots of links within that link including selling your town, you can see if Isabelle will allow, but if you have played around 35 hours it is not enough to sell:
