First off, let's lay some ground work here. The goal is to reach 99,999,999 in whatever stat(s) your weapon of choice is geared towards. We're simply going for how to optimize your equipment here.

Here's what we're going to be assuming:

1) Your character of choice has 300% Aptitudes.

Yes, reaching this is a pain in the ass for most players but, at the same time, it's such a colossal bonus that not getting it makes this harder than it needs to be.

2) Your character of choice has a base stat of 1,200,000+ at Level 9999.

This is honestly the easiest part to get done and, at the same time, one of the smallest bonuses. I choose 1,200,000 because it's a relatively safe assumption for your stat of choice at Level 9999. This is a rather conservative estimate, however, and you can get up to 1.8M+ as a base stat. Ultimately, though, it doesn't change that much.

3) Your Armor will be three Trapezohedrons that have been kept Stat neutral.

The stat neutral Trapezohedrons will provide +510,600 to all your stats (+1,020,900 to your HP) so that +510,600 will be the number we'll use throughout this.

You are free to pass whatever bills you want on them instead; if you make them all perfect in some stat, these three alone will nearly cap you in that stat (~99M in it) or you can have three different ones equipped for around +36M in each of those stats. The choice is yours.

All I'm going after here is that you do not need Trapezohedrons focused on ATK to max your ATK (or INT for your INT and so on) as these kept neutral and leveling your weapon properly will handle it all for you.

4) The only Innocents being assumed to be involved will be your Weapon Innocent and Guardian.

Since these give a +500% Boost to the stats of their respective equipment types, this bonus is far too large to ignore. I refrain from using actual stat boosting Innocents for your primary stats because I feel it's a waste of the slots. I'd rather slot, say, SPD/HIT on my equipment to try to max those two stats than use them for ATK Innocents because I didn't want to get my Baal Sword to the right ATK.

5) All your equipment will be of the same Rarity number (i.e., Rarity 0).

It doesn't have to be Rarity 0 but as long as all your Rarities match, you'll get a bonus 130% Multiplier to all the equipment with matching rarities. Save/Reload a lot when you're stealing your Trapezohedrons and Rank 40 weapons so they all match up.

6) The Blight House Evil Symbol

This is an extra 110% Multiplier that is, basically, for free. The catch is ... only 6 people can get this bonus. Since I doubt many people will get over 6 perfect characters, we'll run with these numbers.

So, just as a recap, every single scenario will have:
300% Aptitudes
1,200,000 Base Stat
3x Trapezohedrons with no +Stat Bills passed.
1x 500 Weapon innocent
1x 500 Guardian
Blight House Evil Symbol

And, for those who do not care for the math for each of these, here's the process you'll need for each weapon:

Axe - Pass 1x More ATK Bills at any point.

Sword - Pass 1x More ATK Bills at any point.

Spear - Pass 1x More ATK Bills at any point.

Red Monster Weapon - Pass 1x More ATK Bills at any point.

Fist - Pass 1x More ATK Bills and 1x More SPD Bills at any point.

Grey Monster Weapon - Pass 1x More ATK Bills and 1x More INT Bills at any point.

Staves - Pass 1x More INT Bills at any point.

Bows - Pass 2x More HIT Bills on Floors 10 and 30, 2x More ATK Bills on Floors 20 and 40, and keep Gladiators in the item throughout the leveling process.

Gun - Pass 2x More SPD Bills on Floors 10 and 30, 2x More HIT Bills on Floors 20 and 40, and keep Marksmen in the item throughout the leveling process.

Now, let's get some basic questions out of the way. This is more or less here since the first post got too big.

"How do I get Rank 40 equipment?"

First off, you'll need access to the Land of Carnage. I suppose this step can come later in the process but since it's easily the most tedious part of it, might as well get it out of the way now. You'll need to have all the P Flonzor X Ship Parts which are found on various enemies:

Rifle Demon - Rear
Death - Left
Prinny - Right
Magic Knight - Top
Professor - Head

There's no minimum level or tier requirement nor a location requirement so merely just capture the highest level one you can find. Torture it until Find Treasure option is allowed, SAVE, and then use the Find Treasure option. If you save AFTER Find Treasure, the chest contents are more-or-less set in stone so all the reloading won't help you.

Besides that, you still need one more piece:

Meowkin Pirates - Body

These are found only on Floors 91-99 in the Item World. They are purely random and will either take you a few tries or days. Not much to say besides "Good Luck."

Once you have all that done, you will also need to have cleared 39% (25) X-Dimension Maps. There's no requirement on which you do so just ... go do it. If you need to unlock the X-Dimension still, all you have to do is Item World until you find the Scalper NPC that sells the Promotionhell Tickets. Each one corresponds to an X-Dimension map but you don't need to keep the ticket so you can buy and sell it back if you're low on money.

"But why 300% Aptitudes?!"

Sorry but I honestly don't want to do this for every single Aptitude point from 100% to 300% so I'll choose the maximum. Also, for almost every non-300% Aptitude, your answer is to basically do what I outline here anyway and just use the Violence Evilty. I apologize if that upsets you or makes you feel like much of this doesn't apply to you but, really, I'd still follow this as outlined.

If you still want to max stats without 300% Aptitudes and don't think these will get you close enough, merely make everything Perfect in the stat you want and use Violence. You'll most likely go over the cap but at least you got there.

"So how does reincarnation work?"

Your goal is two-fold:

1) Get 186,000+ Stored Levels.
2) Getting 40 in your Yellow Bars before reincarnating one last time.

Getting 186,000+ Stored Levels via Reincarnation isn't too terribly hard as all you need to do is reincarnate a lot; the game even tracks this count for you so it's a rather easy process all things considered.

Maxing the Yellow Bars takes a bit more effort but it's still not that complicated. On your second-to-last reincarnation, spread your stats out to at least 67+ in all categories. This gives you, when you hit 9999, a guaranteed over 280,000 in each stat; when you reincarnate this time, you should have a 40 Yellow Bar value for all your stats. Allocate your Bonus Points so that you have them all in the stat(s) you need and then it's time to grind to 9999 one last time.

"What bills for the Trapezohedrons?"
"So what Innocents should I use?"

These are both your choice. Pass Stat bills for other Stats on the Trapezohedrons if you want to try to max out your DEF, RES, or get more HP or whatever; pass Movement if you want more Movement. Put Stat Innocents on your Equipment to help max out those other stats or collect the Element, Ailment, etc. Innocents.

The goal here is that you will not need Innocents to max your primary damage stats so you're free to customize your equipment as need be. Your Trapezohedrons are all blank slates, essentially, for you to work with as you want. That is what we're aiming to achieve here.

Here's the stats for all the equipment involved in this procedure. There will be two sets of numbers: The stats as I outline them in the first post and the stats you would have if you went for the maximum possible single stat for that weapon (be it ATK, INT, SPD, HIT, whatever).

Now, I'm not entirely sure how to demonstrate the left-over bills since that gets really technical. If anyone has an idea for what to do with them, I'm all ears; I'll just be allocating them to Movement for the time being so as to not mess with the other stats. The same goes for the Innocent bonuses that won't be getting applied to anything except on Bows/Guns.

Now, here's the formula we'll be using to calculate everything out:

[B * (R + s * (C + N)) + I] * [1 + TBP/20] * [1 + L / 15] + [L * s]

B = Base Stat; this is basically the value for the Common version of the item, even if no Common version exists.

R = Rarity Multiplier; 1.0 for Common, 1.25 for Rare, and 1.5 for Legendary

s = Dependent variable:
B > 0, then s = 1.
B = 0 && TBP >0, then s = 1.
B = 0 && TBP = 0, then s = 0.
B < 0, then s = -1

C = Boss Counter, max is +3.9.
Generals = +0.1
Kings = +0.2
Gods = +0.3

There's 14 Generals, 8 Kings, and 3 Gods (1.4 + 1.6 + 0.9), if you're curious how this maths out.

N = Bill modifier on Boss Kills. Maxes out at +3.74
Generals = +0.01 * CBP
Kings = +0.02 * CBP
Gods = +0.02 * CBP

Due to the cap (I'll get to it later) on the part of the formula they're at, the only truly relevant N values are the one we'll be using for Bows and Guns (Floors 10/30 and Floors 20/40). I'll use N = .15 for certain weapons but I'll explain the why on that later.

CBP = Current Bills Passed; 1 per Slight More Stat Bill and 2 per More Stat Bill. Remember, this is Current so it only increments when you pass the Bill and is not retroactive.

I = Innocent Stat Boost; caps out at 894.
General = +3 per Innocent per Kill.
King = +6 per Innocent per Kill.
God = +9 per Innocent per Kill.

TBP = Total Bills Passed; basically the same as CBP (+1 per Slightly More Stat Bill, +2 per More Stat Bill) except this multiplier is retroactive. If you pass 3 Bills at on Floors 10/20/30 or 70/80/90, this will always give the same multiplier.

The most common TBP value we'll be using is for passing 3 More Stat bills. This comes out to TBP = 6.

L = Level of the Item.

Now, I want to point out something important here. The first bracketed term:

[B * (R + s * (C + N)) + I]

This is capped to 99,999. Many of the weapons (all but two) will hit this cap without any of their respective Innocents in the item through the leveling process (that "I" variable). In addition, the value of "N" becomes irrelevant for some of the weapons as well; because of that, the Floors you pass the bills on for these Weapons is irrelevant:

Axe, Sword, Spear, Red Monster Weapon, Grey Monster Weapon (ATK or INT), Fist (ATK or SPD), Staff.

Grey Monster Weapon, Fist, and Staff don't cap without bills, however; but, the extra multiplier they need is really small (N = .15) and you will be passing 1x Bill so the timing of the bills isn't important for these weapons in the process I outline. However, it's still a good habit to always pass stat bills as early as possible.

Now, for the math itself. To begin, we need to figure out what stats on the weapons we need to shoot for to reach 99,999,999. We will work backwards so, our first step is to remove the Blight House multiplier (110%):

99,999,999 / 110% = 90,909,090

Next, we need to remove your Base Stats from this:

90,909,090 - 1,200,000 = 89,709,090

Next, we'll remove the matching rarity bonus:

(89,709,090) / 130% = 69,006,992.31 => 69,006,993.

We'll round that up for the sake of convenience; we'd rather be slightly over in the long-run than slightly under. Next, we need to remove the stats from your three Trapezohedrons.

69,006,993 - (510,600 * 3 * 600% * 300%) = 69,006,993 - 27,572,400 = 41,434,593

Lastly, we'll calculate what your Weapon's stats need to be before your Aptitudes and the Fencer gets applied to it:

(41,434,593) / (300% * 600%) = 2,301,921.83 => 2,301,922.

Okay, so that is our magic number that we're shooting for: 2,301,921. Basically, our formula will look like this:

[B * (R + s * (C + N)) + I] * [1 + TBP/20] * [1 + L / 15] + [L * s] = 2,301,921

Which ... looks complicated, I know, but it's not that bad in the end. This is more proof of concept for those who are curious how this works out.

So, without further ado, we'll jump right into it:

Axe: Deicide Axe - Base ATK of 27,000

[B * (R + s * (C + N)) + I] * [1 + TBP/20] * [1 + L / 15] + [L * s] = 2,301,922
[27,000 * (1.5 + 1 * (3.9))] * [1 + (2*1)/20] + [1 + 300/15] + [300 * 1] = 2,301,922
[27,000 * (5.4)] * [1 + .1] + [1 + 20] + [300] = 2,301,922
[99,999] * [1.1] * [21] = 2,309,976 > 2,301,622

So to max your ATK out, you'll need to pass 1x More ATK Bill at any time.

Now, this one (and Guns) gets a little more complicated so you have to do a bit more work:

Passing More HIT Bills on Floors 10, 30. N = 1.42. There are no +HIT Innocents used in the leveling process:

Passing More ATK Bills on Floors 20, 40. N = 1.32. You need to keep the item full of Gladiators during the leveling process:

So to max out your SPD out, you'll need to pass 2x More SPD Bills on Floors 10 and 30. You'll also need to pass 2x More HIT Bills on Floors 20 and 40 while filling the item with Marksmen during the leveling process to max your HIT.

And two last situations; I won't dedicate much space for them:

"What if I want to use Innocents for boost my primary stats instead? How does the process change?"

It changes pretty drastically if you want to use Innocent Slots and save your Bills. Here's what you'll end up doing instead:

Axe, Sword, Spear, and Red Monster Weapon will hit 99,999,999 ATK with 0 Bills passed and 9x 19,998 ATK Innocents.

Fist will hit 99,999,999 ATK/SPD with 0 Bills passed and 12x 19,998 ATK/SPD Innocents.

Grey Monster Weapon will hit 99,999,999 ATK/INT with 0 Bills passed and 12x 19,998 ATK/INT Innocents.

Staff will hit 99,999,999 INT with 0 Bills passed and 12x 19,998 INT Innocents.

Bow will hit 99,999,999 ATK/HIT with 1 Bill Passed for HIT on Floor 10, 1 Bill Passed for ATK on Floor 20, and 26x 19,998 ATK/HIT Innocents.

Gun will hit 99,999,999 SPD/HIT with 1 Bill Passed for SPD on Floor 10, 1 Bill passed for HIT on Floor 20, and 26x 19,998 SPD/HIT Innocents.

These numbers here only apply to those who use Blight House and want to use their Innocent Slots instead of Bills. This isn't a tl;dr summary of the first few posts so if you skipped down to here, these steps are possibly not what you are looking for.

"But what if I run out of room in the Blight House? What now?"

Well, the original numbers I ran are still pertinent. For a non-Blight House character:

Axe - Pass 3x More ATK Bills at any point.

Sword - Pass 3x More ATK Bills at any point.

Spear - Pass 3x More ATK Bills at any point.

Red Monster Weapon - Pass 3x More ATK Bills at any point.

Fist - Pass 3x More ATK Bills and 3x More SPD Bills at any point.

Grey Monster Weapon - Pass 3x More ATK Bills and 3x More INT Bills at any point.

Staves - Pass 3x More INT Bills at any point.

Bows - Pass 3x More HIT Bills on Floors 10/20/70, 3x More ATK Bills on Floors 30/40/50, and keep Gladiators in the item throughout the leveling process. You will need 1x 19,998 Marksman in the end. If you get your base ATK to 1,750,000+, you won't need the Innocents at all.

Gun - Pass 3x More SPD Bills on Floors 10/20/70, 3x More HIT Bills on Floors 30/40/50, and keep Marksmen in the item throughout the leveling process. You will need 1x 19,998 Marksman in the end. If you get your base HIT to 1,750,000+, you won't need the Innocents at all.

These numbers here only apply to those who do not us Blight House like outlined in the first post. Not a tl;dr summary. here.

"What about serums?"

This is meant to circumvent needing them at all for your primary stats. If you want 99,999,999 in everything (or naked 99,999,999 in everything) then you'll be needing to use these. Just dupe a lot of Dual Stat Innocents and go to town.

"Anything else?"

Well, there's other bonuses you can stack into this. The General Advisor Evil Symbol works really well with Land of Carnage captured enemies (vastly higher base stats than you can get) in conjunction with the Vortex Evilty (10% Aptitudes but doubles their base stats) but it's not a huge deal.

There's also the stat bonus you get for being the Leader of an Evil Symbol but it's temporary and it fluctuates depending on the members so I didn't want to calculate it.

"Evilties?"

Your choice; that's kind of the goal here. Barring 300% Aptitudes, everything else is basically left as untouched as we can make it. Evilty Slot(s), Weapon/Armor Bills, Innocent slots, etc. are all up to you.

"183% ATK, what do?"

I hate you.

I hope so. I kind of typed it up in a hurry :/ Still, it's new information, new calculations (Blight House now included, for instance), and so-on. Hopefully anything wrong gets spotted in the immediate future so I can still edit it :/

Though, I did forget about mentioning Serums and General Advisor.
