At least when I was fighting Goro and Kintaro, despite their very powerful attacks, I can push them into a corner and combo them to death.

With Shao Kahn, I probably spent about an hour and a half trying to beat him with what I would consider legitimate tactics before I plain and simply gave up and resorted to using projectiles, which worked too well.

I guess you have to use cheap tactics on a boss that also uses cheap tactics.

Then this way you could say that it really DOES feel like the old 2D games!

Projectile and ranged fighting is a legitimate tactic. If you seriously think that's cheap, you'll rage online.
Behold.

Welcome to majority of final bosses in fighting games.

Seth? Overpowered to the point in which the best tactic is to keep a certain distance and let him jump at you.

Galactus? Spam attacks like a maniac.

Jinpachi? You'd be insane if you didn't even consider using a cheap tactic. Man does >50% damage with his fireballs.
