Uh, you might need an explanation for what he's talking about. When you first get the OP-I part, it does absolutely nothing. You have to equip it then complete certain missions or defeat certain arena opponents, etc., to unlock each of its abilities. Nine-Ball has the full list above. The hardest is killing both halves of the massive MT.
The OP-INTENSIFY

The OP-INTENSIFY is a wonderful little gadget that turns your AC into a walking
deity. It is an optional part and takes up all of the option spots in your AC.
As you use it in certain missions or arena battles it will gain power and
upgrade itself. You will be notified of an upgrade after the mission, when the
OP-INTENSIFY sends you a mail regarding its newfound prowess.

In order for upgrades to occur the OP-INTENSIFY must be equipped during the
mission or arena match as you fulfill the conditions. The following is how to
obtain the OP-INTENSIFY, and how to unlock all of its abilities.

Part Name: OP-INTENSIFY
Part Type: Optional Part
Mission: Infiltrate Layered Hub
Code Name: Zero Division
Destroy the Controller and beat the game. When prompted to save your game, do
so, then reload it later. You will have some mail. One of them says that the OP-
Intensify has been added to the shop. Go to the shop and buy it (It costs 0
credits, its completely free! HA HA!).

Upgrade: Optimize Shooting Function
Mission: Defend Ruglen Laboratory
Code Name: Stray Sheep
Conditions: Defeat unidentified enemy AC and successfully beat the mission.

Upgrade: Improve Missile Interception
Mission: Defend Water Processors
Code Name: Rumble Fishing
Conditions: Defeat enemy AC and beat the mission.

Upgrade: Increase Beam Saber Length
Mission: Arena Battle E-32
Code Name: N/A
Conditions: Defeat the Raven ranked E-32 in the Arena, Exile.

Upgrade: Improved Radar
Mission: Arena Battle D-1
Code Name: N/A
Conditions: Defeat the Raven ranked D-1 in the Arena, Thunder House.

Upgrade: Decrease Booster Energy Consumption
Mission: Arena Battle A-2
Code Name: N/A
Conditions: Defeat Ace in the Arena.

Upgrade: Additional Sensors
Mission: Eliminate Intruders
Code Name: Traffic Vests
Conditions: Defeat Enemy AC and successfully clear level.

Upgrade: Enhanced Turning Ability
Mission: Bomb Disarmament
Code Name: Burnt Trash
Conditions: Defeat enemy AC and successfully clear level.

Upgrade: Blade Wave Capabilities (pressing Circle than X will cause your beam
saber to shoot the blade like a normal wave blade, no matter what blade you use)
Mission: Destroy Massive Weapon
Code Name: Leviathan
Conditions: Successfully clear level.

Upgrade: Improved Cannon Performance (Can move while firing back weapons)
Mission: Destroy Massive MT
Code Name: Ofanim
Conditions: Destroy the MTs separated back unit and complete the mission.

Upgrade: Improved AC Cooling
Mission: Destroy Massive MT
Code Name: Ofanim
Conditions: Clear the mission. ~Necropenguin
I'm actually using cwcheats to complete the OP Intensify only. Basically the missions..., I find that it's near impossible on some of the missions....

I do cast some skepticism over OP-I, while overpowering, it does limit the ability of some builds, for instance a laser sniper build or missileer build where I will miss out on certain parts
Eh? You Serious? Hard Mode? How Disgusting!
Only the true fans should play on Hard Mode.

OP-I works worst with heavyweights and tanks. The option part to make the lock box bigger helps a lot on back-mounted cannons, and the solid and energy defense options add a certain percentage to defense, so the more you have, the better they are. Heavyweights miss out on a TON of defense by not being able to equip them.

Lightweights, on the other hand, can't gain much by the use of damage screens, while the energy refresh, cooling, cannon ability, etc., of OP-I help out a LOT. It's possible to make a crappy OP-I design, but it's also possible to make one that kicks so much ass, it breaks the game.

Game breaking compared to the plasma rifle arm unit with all the power-up options?

You can't possibly be talking about the MWGG-XCG/20. It's a decent rifle for some designs, but it has a REALLY slow projectile, which makes it easy as hell to dodge. It also has really, really high usage drain and a slow reload speed. In other words, it has lots of downsides to balance out its advantages, and not even the optional parts can take them away completely.

If you're talking about the Karasawa, you have more of a point. Fifty shots is way too many, and the optional parts you can equip can make the reload speed, damage, and usage drain a little TOO good. The Karasawa is really heavy though, with pretty high equip drain, plus it has a fairly slow projectile (not nearly as bad as the XCG/20 though), so in order to really take advantage of it, you really need to design around the rifle. You can't just throw it on very many designs and have it work out.

AC3 has a few cheap parts, and a few parts that are cheap when used in combination with other parts, but I don't think any of the energy rifles fully qualify (Karasawa comes close though).
