usually with mini reworks that destroy the champion because they fundamentally don't understand the strengths and weaknesses of most of the champions in the game

they might have a small sense of the champions they personally play, and maybe the ones you see in every game, but even then it's not a guarantee

When Worlds comes around, you will see the typically used world champs get buffs.

ok so surprise surprise this topic was about Ezreal's current state

So, more than likely Ez will get nothing else but instead there will be some shifting around in the meta at a later point and maybe some item changes, and he'll be back to his high playrate 50% winrate? Or rather the next change is his incoming W change that might be with his VU which are pretty far away? Could S8 runes and mastery changes amp him up too or is that kinda irrelevant?

Some of the most common ones are cooldown/mana refund mechanics on abilities.

ignore for ~6 months (or more) and then rework. Rework may or may not bring them back into relevance.

Alternatively: They nerf the better ones a lot.

I don't know when it happened but it seems Riot's approach to thematics and gameplay design changed and now it seems like one of the biggest goals with reworks is to get cheap internet pops, throw on some gimmicks and try to make the character belong to THIS generation of Riot designers.
