In my opinion, World 3 Hard levels are easier than World 4 Normal ones.
I did all the puzzles in completely linear way, never using a wildcard. That means finishing all the Hard levels in one world before going to the next one. I don't really remember any of the Sewers Hard puzzles (even though there are 9 of them), because I did them so quickly. But I did have quite some troubles afterward, beating all of the World 4 Normal ones.
Still, none of them comes even close to the Hard ones in Bubble World. I consider myself to be quite good at this type of games, but some of them were too much even for me. Out of the 67 puzzles I solved, I consider World 4 - Hard 6 to be the toughest by far. But it's not impossible, I managed to beat in in slightly more than an hour. On the other hand, 4 - Hard 2 is just beyond me. I played it all day yesterday and I just couldn't solve it.
Which one are you talking about? If 4-H2, could you write the solution then?
Well, I always find stuff that most people consider easy to be harder for me than some stuff that is suposed to be hard. For instance, beating Wind Waker was a lot harder for me than beating all of Ninja Gaiden Black missions on hardest difficulty (Master Ninja). Seriously.
And in Toki Tori, I had a lot more problems with 3-10 than any World 4 Normal level.
