Nope. Just some weird designer thing they added to the connector hallways. Those rooms are there to make the transitions between areas clearer, so as to emphasize the distinct design and feel of different areas. "CD" I think refers to the black discs and also "Castle Dracula".

They're there to (help) eliminate loading times in between areas (or make them unnoticeable), at least for the PlayStation (and I assume Saturn) version.

Yeah, transitions and loading times are probably the two biggest uses of those rooms; they're common in big side-scrolling games like this and the Metroids.
