I know I'm supposed to import them and somehow choose what color is transparent, but when I important them they just appear in the list and I can't do anything with the background.

Help?

Use BMP for graphics. You are importing jpeg. Jpeg doesn't support transparent background in rmxp and so you can't select the transparent color.

Are you just dropping them in the file? Because you need to import them from within the rpgmaker materialbase. I don't have access to the computer that rpgmaker is on, so I can't look up the specific command, but it's in the materialbase.

You could also save files as .PNG, with transparency right off the bat.
When you tour outside the U.S., Freezepop says to tell people you're from "near Canada."
