Haven't made any for this game myself but you usually need an extractor/unpacker of sorts to extract the current skins (this is generally game-specific as each game can have it's files packed differently), then you alter the skin files in any graphics editor (though the skin files can sometimes be in a proprietary format which requires another program to change it into a standard format and back. this program, if needed, should be distributed with the unpacker), finally you repack the files and install the skin mod.
That's the general idea for most games, anyway. Skins are easy but new models can be trickier.
