With all these mini consoles coming out, think we'll ever see one for the 3DO? Does anyone even own the rights to it now?

Well, there's rumors of a Philips CDi mini being developed, and if that can get made, then pretty much anything can.

A Philips CDi mini is pretty doubtful, too.

The 3DO Company sold off all their intellectual property when they went bankrupt. Not sure who owns the stuff relevant to the 3DO console, but obviously somebody does.

However, besides the fact that the 3DO wasn't very popular, a major problem is that unlike previous retro plug-n-play consoles, not many of the 3DO's most fondly remembered titles are first party. Even those handful of folks who are nostalgic about the 3DO aren't going to get very excited about a console with Phoenix 3 and Snow Job built in; they're going to want Gex, Alone in the Dark, Wing Commander III, The Need for Speed, Super Street Fighter II Turbo, D, and Star Control II. Getting the rights from all the third party companies needed to give the console an attractive library might be considered more trouble than it's worth for a retro plug-n-play.
