Yes it does. Shift+TAB to open the overlay, then CTRL-Shift-TAB to enable the FPS counter.

If the overlay is enabled in Cyberpunk you should see the notification come up in the bottom-right of your screen when you first load. Make sure the overlay is enabled on the Game Features section of your GOG Galaxy settings.
