The Ryzen 3 is not bad tbh. You can play all these types of games easily with it but you definitely need 8GB RAM.

If you go with a desktop you can build a pretty good one with 500-600$ for 1080p resolution.

Appreciate all the advice everyone. I've been wanting to play more total war games since the original rome for years now but this always seemed expensive and complicated
