What do you think will go back down in price first? GPU or RAM?

Bitcoin

As if this has anything at all to do with bitcoin. Unless people are mining Ethereum to buy Bitcoin, and that bubble has already burst, hasn't it?

Bitcoin pretty much requires an ASIC miner, not GPU.

I found this on the web:
Ethereum intends to switch to a Proof of Stake scheme called Casper. Although this switch has been delayed, it’s reasonable to expect that it will occur in late 2018. Ethereum mining will no longer be possible after that, unless a hybrid Proof of Work/Proof of Stake model is implemented.

So basically, you can't just dive in and mine ethereum... the more you have the more you will earn, or something like that. So maybe that's about to spell the end of the mining craze (for Ethereum at least, there's a bunch of other coins people can mine)

Doesn't matter. What I'm saying is that, Bitcoin being the most well known and sort of flagship currency, if companies just flat out refuse to deal with it then the mining craze will die. There's no point in mining something if you can't cash out.

GPU prices are never going down.

RAM prices are expected to go down Q2 2018.

RAM prices are high due to data center expansion.

I feel GPU prices will go back down eventually, but not for years. Depends on what happens with cryptocurrency. Otherwise you have to time it right where you are thinking of upgrading and the next gen of GPU's are coming out. Then snag it by staying up all day and refreshing.

Dude you needed help in picking parts out for a build, you literally have no voice in this thread.

GPU prices will go down if the cryptocurrency bubble stops or both AMD and Nvidia sit down and redesign their next architecture to be good at gaming and bad at mining, but I'm not even sure if that's technologically possible.

RAM should get less expensive soonish because supposedly there's a new manufacturing plant opening in a couple months. It might not go down to pre-shortage levels, but hopefully it should drop at least a bit.
