Because it wasn't just "slightly touched up".

The biggest improvement is the UI. Which is because it's the one thing an emulator can't do natively: HD fonts and portraits.

have significantly higher hardware requirements than Lightning Returns, an actual PS3 game that was pushing the PS3 so hard, it couldn't even run it at 30fps lock?

Yes the dos instead of does was intentional. Max characters.

Lightning Returns ran perfect on the PS3 @ 30fps. Back in the day, Japanese put a ton of effort into games. Way more than Americans did.

You're cherry picking. That scene was intended to run less than full speed. Normal gameplay was 30fps. Like anybody who played this game can tell you that. Trying to prove it isn't is intellectually dishonest on your part.

Kind of I guess. Recommending a 460 for your PS3 port isn't the same as recommending a 980 for your PS4 port that's a PS2 game brushed up to look like a launch PS3 game though.

Maybe because running the game at x4 the normal speed is a feature? I mean, I'm not an expert, but didn't running it at x2 the speed require the PS2 to use frame-skipping back in the day?
I used to have a good signature, then I got modded for it.
Now I shall try to think of something edgier to put here.
