Ignorant about this so please correct me

Wouldn't it be better to mine with AMD GPU and CPU since they are generally cheaper thus lowering your initial investment?

CPU - yes but not a lot of people mine with CPUs anymore
GPU - A lot of people go for power efficiency over initial investment and Nvidia wins there. The 480 and Vega are still efficient overall but less in stock so it's harder to find at what would be a price efficient value

Also, because Pentium chips are so cheap, it's actually better just to get a Pentium CPU with a Z170/270 board with a lot of PCIE slots for maximum GPU rigs than getting a Ryzen one

I wouldn't go out of my way to get one for gaming.
