My older laptop with a 780m (basically an underclocked GTX 680) could run 4k 60hz via dp1.2 so its not a kepler issue as far as I know.

Might be a port firmware issue on the GPU, vbios or something else. I did remember that sometimes i had your issue where the screen remained black and it would lock up, usually fixed via driver update though.

Maybe the vbios is limited somehow?

It could be something like that. I don't know. This EVGA card is certainly kinda jank.
a quad core i7 was just a rebranded celeron -Pengu1n
Anything that has 3p fps or better is fine with me -mucloud
