Not on Steam but it's free - Dwarf Fortress

If you play in Adventure mode, you control a single character and walk around and explore the world. The character need not even be a dwarf. Actually, last time I played it (5 years ago), only the humans had decent stuff going for them, the other races weren't quite finished. At any rate, it can be quite fun - you can generate a unique world with it's own history, settlements, features, etc. and just play that, if you wish - if you die, you can just have your next character play the same world and you can even go and loot your own corpse.

The closest to TOME would probably be ADOM.

Both are well-established roguelikes outside of Steams ecosystem.

Heck, I've been playing ADOM since pre-2000. I wanna say 1998 or so.
