It's not that people reverted to Windows 7 or that 750Ti marketshare grew or 1060 marketshare shrunk. It's that these are not comprehensive results of every single steam user ever. These are optional surveys sent to random users that ask a couple questions and then scan the hardware.
Taken on a whole, they're a good indication of PC gaming trends, but you have to account for some statistical noise now and again. 750Ti was, is, and will likely remain for some time a popular card, largely due to it's extremely low cost and acceptable performance. It was the 460 of it's time, a ~$100 GPU that can kick it to the console mainstream.

Don't know why anyone would still buy that garbage... You can get a used 660TI on ebay for $50 and it outperforms the 750TI by quite a bit.

its just ok for 1080p gaming.

Its ps4 levels of performance.

Is it considering the 860m different from the 750Ti?

Because I know the 860m is still a widely popular laptop/small form factor card in those novelty PCs.

750 Ti is a bit better
My backup Laptop also has a 860m - it's an okayish thing but nothing for high details FHD or 4k obviously.
