TC, can you go on YouTube and see if you can watch 4k 60fps videos smoothly? That GT 1030 is supposed to do all the heavy lifting.

Unfortunately my monitor only goes up to 1080p, but when I put YouTube on 4k anyway, the playback runs flawlessly at that setting. Not sure if that answers your question.

I guess not, seems like putting the desktop resolution to 4k isn't needed either, but I'm sure it would look better than what I did.

I have similar setup too OP, but with better cpu and more ram

Dell optiplex 745("desktop" variation)
windows 7 64bit
core2quad q6600 (stock)
MSI geforce GT 1030 (OC, LP ver.)
4gb ddr2 (I guess I should upgrade to 8gb since 4gb isn't enough, even with zero multitasking)
LG 1440x900 monitor
WD blue 500gb HDD
(win xp sticker)

So far runs far better than I expected.

I do have weird issue currently with GPU running at x1 speed for whatever reason, I have no idea why and reseating GPU didn't help nor installing latest updates(bios is latest).

Why would you think it would be? This is video decoding we're talking about, not pushing polys. Even iGPU can handle 4K video.

It's one of those things you can't be 100% about, for example netflix 4k minimum requirement is a 1050.

Skylake IGPs and certain Geforce 900 GPUs and later support HEVC and VP9, which 4k video typically use.
Otherwise, it's running on the CPU.
