I'm sure CDPR will win but it's kind of hard for me to vote for them considering you're asking for "the last few years" and they've only put out one game in that time. Sure, it's a phenomenal game, but it's a small sample size.

Obsidian has Fallout: New Vegas, PoE, KOTOR II, and Alpha Protocol on their side. I'm going with them.

The only recent and decent RPG that I've played for the past few years was Pillars of Eternity. But I'm not into RPGs anymore because I'm not a story person and it's hard for me to get/be impressed by any story. As a grown-up I'm more about gameplay/athmosphere.

Like any question on the internet the answer is 'it depends"

For me the answer is probably Bioware. Mass Effect, Dragon Age, KotOR and all the other games i can't think of because it's 7am and i just woke up.

It depends because we need time periods. Is this "of all time" like i have assumed it is, or is it of the past 5 years because that would be a different answer.

Obsidian but it's pretty sad state of wRPG's right now. Bethesda, Bioware and CD Projekt can make big games but each suffering from problems. Bethesda seems to be going backwards. Bioware is obsessed with social justice. CD Projekt is good at small stories and creating an atmosphere but it doesn't fit very well with how big the world is. The main story doesn't fit in very well either. The combat system also needs improvement. This is 2017.
