No, you don't get it. You
CAN refund for any reason. (a reason for refund is "it's not fun".) They also say that if you abuse it then they can suspend your right to refunds. So what does that tell you? It says "don't buy a bunch of games and then refund them all thinking that it doesn't count as abuse".
He probably just hit some threshold for refunds in a set time period and got the automated response warning him that it was close to the point where he'd need a human to check his refund history before he'd get one.
Up until now it's probably been fairly automated. Check if the game was purchased less than 2 weeks ago, check if the game has been played less than 2 hours, check how many refunds have been processed in the last X number of days, and if everything is within tolerances, he gets his refund no questions asked.
He starts pushing it? Now they're gonna start asking questions.
