I have a ticking sound coming from my PC. I've isolated it to either being something with the processor, the processor fan, or the mobo itself. However I don't know how to control the processor fan directly to rule this out!

If you have access to a UEFI, try to max out the cpu fan speed by setting the fan curve to 100%.

Cranked CPU fan in UEFI. No tick. What the hell could it be??? Do mobos ever tick when under high load? By this point I've usually found a failed drive or fan.

Wire that gets pushed into a fan when you put the side of the case on?
