If we aren't limited to PC only, then Final Fantasy Tactics wins hands down.

the only music i have ever bought, because it's that good.

skyrim's main theme is also pretty good, and also the one when you fight dragons.

When I first played New Vegas I was like, suits the theme but feels a bit meh (radio tracks, not the original Fallout games themes that sometimes plays).

Then Big Iron took over my brain. Really, all those games had some great music, from the original games weirdly scary atmospheric music to the old timey radio bangers.

So tense man. And really fits the nuclear wasteland theme. Played in Necropolis and the famous Enclave Navarro base, and various places New Vegas.
Geforce GTX whatever, i7 something or rather, some sticks of ram, an SSD and a Hard Drive with stuff on it.

Side note: One of the guitarists in Nihon Falcom Sound Team, Teramae Masaru (Tokunan), is part of a doujin group Demetori who had two pretty awesome instrumental albums. Begierde Des Zauberer and Manenjushaka ~ Nada Upasana Pundarika.

Noteable music tracks for me....

Grisaia no Kajitsu OST - Kasabuta
This track played continuously during the most memorable scene in the game. A scene which was frankly unsettling. You hear this song in game, chances are high you're gonna get punched in the feels.
Final Fantasy VII - Anxious Heart [HQ]
Probably the most powerful emotionally charged piece of music in any game ever.
Dreams Frozen in Amber - Star Ocean: The Last Hope Music Extended
Probably the darkest piano piece I've heard....

Grisaia No Kajitsu OST: Dog Days
Final Fantasy X HD Remaster OST - The Travel Agency

In some cases, the story is so good that when I hear the music I think back to the story and it makes the music better (Clannad/Steins;gate) and in other cases the story is s*** but the music is so good I overlook it (To the Moon, Morrowind/Skyrim) But just about all of that music is emotional for me in some way or another.

Morrowind had a pretty decent story that was told perfectly for the style of game Bethesda makes.
