Chrono Cross (still good but not as good to me as Chrono Trigger)

Civilization 4
Quite a few of the Sonic games...
The Monkey Island games (1 and 2 mainly)
To the Moon (the best thing about the game frankly...the story is blah)
Final Fantasy Tactics
Final Fantasy V
Deus Ex (especially the UNATCO theme)
Cave Story
Bust a Groove
Command and Conquer: Red Alert
Doom 1 and 2
Morrowind/Skyrim (the theme songs mainly and I listed them both because they're so similar)

In some cases, the story is so good that when I hear the music I think back to the story and it makes the music better (Clannad/Steins;gate) and in other cases the story is s*** but the music is so good I overlook it (To the Moon, Morrowind/Skyrim) But just about all of that music is emotional for me in some way or another.

Which game?
Xenogears: had its moments
Chrono Cross: Almost had a moment when something something spoiler happened... but no
Monkey Island games: With laughter maybe...
To the Moon: Very emotional music. The writing is still crap (I assume this was what you were getting at?)
Clannad: yes.
Steins;Gate: yes
FF Tactics: almost but no

None of the others really evoked sadness as an emotion long enough to make me even sniffle a little.

Also, my main complaint with To the Moon was their usage of "comic relief"... it was a short game and it didn't NEED that much comic relief. Any time they had a mood building they'd SPOIL it with a s***ty joke.
