What's a nice upgrade from a NVIDIA GT 720 for price concerns? I'm not looking to spend too much on the latest card.

Pretty much anything. How much money do you want to spend? Also you'd need to make sure your system could support it.

What is your budget? What games do you want to play? What is your monitor resolution?

For $99-$115 go with this

If your budget is $150-$200 you may as well try to get the AMD 480 that just came out for $199.99 because there's no point in getting a GTX 950 which is only $30-$50 cheaper and has less performance.

FFXIV (Stuck on normal desktop settings and 720p)
Ys
Gauntlet (on certain occasions)
Rocket League (sometimes)
Steam games like TF2, L4D2, Half-Life 2, etc.
Elder Scrolls 5 Skyrim (Can't use some settings without slowdown)

and for budget, yeah somewhere between $150-$200

The 750 Ti can play all those fine at 720p and 1080p at that $104 price point and the AMD 480 will crush them for just $95 more.

Whatever you decide to buy you want to check that it fits in your case, and that your power supply is good enough. No point in matching an expensive graphics card with a really weak CPU, either.
