I figured it would be around then, GTA 3, VC, SA, and 4 all came 7-8 months after consoles.

It most likely will be released around that time, but I don't know why you'd think what you posted is any sort of proof or confirmation.

Is saying that supposed to justify your post or something? I don't get how telling us what graphics cards you own relates to a supposed release date for a GTA game..

That's a place holder date for Q2 2014. That likely means it's anywhere from April to June. You will see a lot of placeholder dates be March 20xx, June 20xx, September 20xx, of December 20xx (usually December 31 a lot for games that are just dated for a year). It just means the targeted release date for retailers is somewhere in that area.
