At Least they all wouldn't be the same race. there would be more diversity.

Can't have a good game without lots of diversity. If I can't play as a trangender elephant born in the body of an SUV then it's a No Buy.

One big issue with translating it to an American location is that the mega-cities of the United States are almost never the state capitols, let alone the national capitol. Heck, most capitol cities are kind of small by city standards. So either they'd be in a smaller location, making the "big city variety" factor seem misplaced, or they'd have to make a huge day trip to go to the location of Palace 7. They'd probably have to change Madarame considerably, as well-- I'll buy a traditionalist painter with a humble public persona being a big celebrity in Japan, but it just doesn't seem likely in the United States unless he has a television show or something to go with it (like Bob Ross). As noted, Akechi would seem even less sympathetic as an American, too, and more like the melodramatic psychopath he is. All the other villains would work perfectly well here, though.
