Tow truck freeze

So I want a tow truck in online but I don't want to freeze anyone. If I drive it without towing anything will it still cause this problem? If not can anyone dupe it for me?

I have a tow truck, but its pretty useless unless you wanna freeze people's game. and im not gonna dupe it for people that has the intentions of freezing people's game.

Can either of you let me dupe that truck? I can let you dupe my space docker, clown van, snow police rancher, and Trever's truck if you're interested!

But you didn't answer my question, is it safe to use around players without towing vehicles?

Or not dupe it at all. I'm all for introducing elements that make the game more enjoyable, so the new vehicles are awesome. But not something that can hinder the entertainment of other players. Tow truck? No truck!

I should clarify, I would love to own the truck but not because I want to freeze people's games. I'm merely collecting unique vehicles and I have a garage packed with enough to prove it. May I please dupe it? You can have anything you like in my garage.

What happens if you dupe it for one of your friends and he uses it for freezing players on purpose? The cycle never ends. Eventually someone down the line will use it wrong. So it's best just to stop the dupes of the tow truck now.
