Honestly while there is a difference between 30fps and 60fps if you pay attention, 30fps is just fine and the game can be perfectly played like that with no problems.

Though I do get 20fps in some stages with effects, like the Final Valley or the Snow Fields, and that is very noticeable and annoying.

Plays fine at 30FPS, though if it was programmed for 60FPS, it could play fine at 60FPS, while looking even smoother at the same time.

My guess would be (because of the style of game that it is), doing any alterations of the frames being produced would seriously impair playability, especially during action-sequences where your timed button mashing is critical.
