This is the Rift/Winter combo I used:

There's an extra point not spent or slotted for Mark of the Rift + Focused Teamwork, as the build can self-combo freezes + Stonefist for Shattering and use that to build Focus quickly. Also, I like all my Mages to be able to Dispel and Barrier, so I put a lot of points into the Spirit tree, but that may or may not suit you, especially if you have other Mages available. If you want a little more offense built in, grabbing Blizzard is super handy.

Gameplay-wise, the idea is to be able to fight mostly at range but also take advantage of the fact that if I'm controlling my Inquisitor during exploration, most fights happen when Quizzie and the enemies get into close range with the other. Open with Ice Array, and Pull of the Abyss everything onto the mines for instant freezes. Then Stonefist to Shatter the frozen enemies for big damage and a refill of Mana. The Frozen state is broken but not the Chilled state, so Winter's Grasp can then provide another big hit.
